Yes, because every battle in history doesn't have sacrifices. The man has already been offered asylum in other countries, so a pardon is irrelevant. He can still dump information regardless of his standing so long as he maintains his network.

You know full God damn well that pardoning him would literally be an optical thing since the next administration would target him all over again. Use your head.
