The Warren/Bernie/Commie wing of the Biden base has been howling for ethics rules that would actually shut down corporate money and influence in the White House.

By exempting everyone going forward, he gives his people a legal shield and forces Biden to say no to the fringe or say yes to the Oligarchy. It's a nice FU on the way out.
