Can you pardon someone from another country. Assange isn't an American citizen. I guess you could pardon just about anyone regardless of their citizenship. I don't know much about Assange, do a large of countries want to kill him. Would he need lifetime security detail.
As for Snowden, he is in Russia at the moment last I heard. He's probably safer over there. Lots countries have it in for him. I don't think pardoning him would save him from the US deep state.
