Assume that there are back doors for all of them obviously though. People need to familiarize themselves with public key encryption. Very simple. Very free. Very portable. Offline key transaction and really nobody is going to be getting that data.
Don't even need offline key transaction. That's they beauty of public key cryptography -- you establish a session key without either party ever transmitting it.

I wonder if the difference between the two is that the USSR needed to convince the USA that they would launch, while the USA needed to convince the USSR. At least back in Soviet times that was a fairly asymmetrical problem. Perhaps some analyst decided that the more in-your-face approach was simply more effective for that particular adversary.
It's equally likely that you are correct though -- our way of doing things might just be sort of stupid and suboptimal. It would hardly be the first time.
I have to give credit where it is due though. MAD worked. We actually avoided nuclear annihilation, and it's looking pretty likely that we will continue to do so. Militarily speaking, the nuclear weapons program has been a resounding success.
I’m sure you can find reams of RAND Corporation Game Theory Scenarios that cover this in excruciating and irrelevant detail. They architected MAD Policy and yet they failed to predict the fall of the USSR, even going so far as to deny that it had truly fallen for a time.
