pihole or DDWRT are both fine options for the networking equipment that would facilitate this. There are a few good VPNs but I regularly see Mullvad suggested. Assume that there are back doors for all of them obviously though. People need to familiarize themselves with public key encryption. Very simple. Very free. Very portable. Offline key transaction and really nobody is going to be getting that data.
Don't even need offline key transaction. That's they beauty of public key cryptography -- you establish a session key without either party ever transmitting it.
Authentication is another story though. Linking an ID.to a public key can really only be done with perfect confidence in meat space.
