It's hard when tyranny is slow rolled one inch at a time.
Normal freedom-loving people always think "is this the hill I want to die on? ruin my life opposing this? nah it won't affect my life that much... better save it for when they do something REALLY egregious"
Even if there's a sense that things are heading towards tyranny it doesn't trigger the fight or flight response that's needed to rally radical, committed opposition.
I think the ruling class knows humans are hardwired this way and using it to their advantage.
