No, we do both simultaneously - top down with Trump running again in 24 and bottom up. The bottom up part will take forever. Trump has an 80M base. Folks, that's White House numbers, easily. The GOP will be destroyed then we can turn the focus on the dems and turn them moderate like it used to be.
