Why are there gold outlined flags in this random trump speech i found from 2017 and others as well from earlier periods? Im just trying to verify any truth to this theory (youtu.be)

This is a load of horseshit and the reason why your leftist nieces and nephews mock you for being a conspiracy theorist. The gold trim used to be used on all flags but it was discontinued in the field in the late 1800's because all it did was get frayed and dirty. It's merely a decoration.
