IIRC, gold stuff on the flags represents maritime law. There are a number of theories on this, with most people believing that they represent the American coporation and not The Republic of the United States. Thus when they are used, it's not the Republic, its the Corporated America 'speaking'.
I did some study of this in the mid-90's, some of the information is interesting, but I'm not sure if all the theories are correct as the system seems overly complicated as is more about them adhering to it in an almost religious manner.
