Why are there gold outlined flags in this random trump speech i found from 2017 and others as well from earlier periods? Im just trying to verify any truth to this theory (youtu.be)

A gold fringe flag was historically used during times of war in maritime admiralty law. Now it's found in courtrooms and government offices and is meant to be used ceremonially. However ...... the gold fringe flag is supposed to be used exclusively indoors.

I can't remember ever seeing a gold fringe flag flown outdoors. EVER!

And I have NEVER seen as many gold fringe flags flown together outdoors as I did with President Trump's goodbye address this morning.

Something is going on!
