He was not a dictator. All he could do was propose policy and try to persuade others to vote for it in congress. He was hamstrung by beauracrats and backstabbed every day. When every level of the system is fighting you it's very difficult to get any traction to counter them. Sometimes all you can do is put your head down and keep swinging and moving forward. He did not fail us, the swamp institutions failed us.
