It wasn't that they would, it is that they were & still do. They were using their spy tools against the whole world as well.

"Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism." is what USA PATRIOT ACT stands for. We are now entering Patriot Act ver 2.0 territory. Unwarranted spying on all American citizens under the guise of "Well we gotta protect you from the domestic terrorist."
