There was only so much he could do against every Representative (sans Gaetz), Senator, his own VP, all of the White House staff, everyone in every alphabet agency, the entire court system, the entire intelligence agency, and a cabal of foreign powers spying on him since he chose to run.
That said, Martial Law was always an option. Can we really say it would have been worse if he had tried the Insurrection Act and/or Martial Law and failed?

What if they told him to fuck off when he ordered it? Then what? What would you have done?
We'd be right here where we are with the knowledge that the military is compromised as well. At least we'd know they cannot be trusted.
