Oh it's much more sinister than what it seems. The entire purpose of this is to find the fraud. They'll tell you "you were right there was some cheating but oh well, nothing we can do now but fix it going forward." Then they'll enact measures they've already predetermined how to get around and say, "See, now elections are fair again!"

To prevent this we need paper only, no mail in except military and voter ID. That's it. That's all we need. That resolves all of the problems and if they come up with anything other than that, they're just presenting measures they can neutralize and continue cheating with.
