Government simulations on a modern civil war are effectively very short and the government loses.
In the simulations the rebels use 15-30 people to selectively target and take out the entire US energy grid, cutting off each US base from each other (they have their own grids but their ability to communicate nationwide is tied to the actual US energy grid).
From there each states government begins to crumble as they lose their ability to communicate and thus, their ability to coordinate logistics such as equipment and food from out of and within state.
After about 3 months the US government is forced to concede to the rebels as the rebels do not need any such massive infrastructure to survive, they simply need to stay alive and keep the grids down with surgical attacks.
EDIT: This is possible because it is logistically impossible to defend the entire energy grid due to how large it is. As such there are always key nodes that are left undefended (entirely)

The cartels don't want our energy grid offline they need us active to sell drugs to.
NK needs to sneak in enemies into the country to achieve this and they'd need to send them with the appropriate arms. Not going to get past the US airport security.
ANTIFA/BLM Are shills of the government, they'd never do anything to actually get the government on its knees. The legitimate threat to the US government is homegrown patriots who have received military training in the past (vets).
Trump did beef up the energy grid but I doubt the entire thing is defended. It's logistically impossible without war time powers and the funds that would need (plus the US would have to call back all of its troops from overseas)
Said invasion forces don't need to network an entire continents worth of bases. The distance between bases in a place like say, Afghanistan or back in the Iraq invasion is small enough for adhoc energy grids to keep things operating.

Crazy how wars in 3rd world countries can happen with US invading. Energy doesn't hurt communication and in many countries they don't have a grid.
If all it took was 30 men to bring down our country via energy grid, we wouldn't be a super power.
