EO 13848 actually WAS put into place. But the DNI report from the intel communities wasn’t given to congress until minutes AFTER they confirmed Biden in the wee hours on Jan 7th. Pretty shit but obv on purpose.
The DNI report was given to Trumo on Jan 7, that still enough time to unleash everything including military assets and such.
The article I read on the 7th said it was given in after the certification in senate and therefore too late to have effect.
I believe the military aspect couldn’t be invoked bc the military brass wouldn’t do as Trump ordered.
