They're just trying to make sure that no one actually acts while they gather names of people to throw into camps.
Why? Because the government knows it'll lose if patriots act.
Government simulations on a modern civil war are effectively very short and the government loses.
In the simulations the rebels use 15-30 people to selectively target and take out the entire US energy grid, cutting off each US base from each other (they have their own grids but their ability to communicate nationwide is tied to the actual US energy grid).
From there each states government begins to crumble as they lose their ability to communicate and thus, their ability to coordinate logistics such as equipment and food from out of and within state.
After about 3 months the US government is forced to concede to the rebels as the rebels do not need any such massive infrastructure to survive, they simply need to stay alive and keep the grids down with surgical attacks.
This is possible because the energy grid is so large that there are always key nodes left entirely undefended.
