I am in Illinois and my part of the state has been open since the end of May. Literally any "non-essential" business that desired to be open. We just were officially "allowed" to open back up last week according to fat fuck Pritzker. If you are not already, just move to a county that tells the state and feds to fuck off. There are a lot to choose from even in blue states like Illinois.
