If it’s the latter, the goals were manifold, and I surmise included at least the following:
Keep well meaning people complacent and on the couch, assuming the situation was all under control.
Give the media a group of people who appeared insane to normies so the media could use this group to scare normies away from red pills.
Associate fringe conspiracy theorists with the Trump movement, thereby undermining later claims of election fraud by Trump with normies.
Associate fringe nutters with the Trump movement so that acts of civil disobedience or lawlessness could be ascribed to those crazy old Trump supporters (even though likely false flagged by Antifa/BLM).
Trump played into this. Q folks supported him and generally had been peaceful, so he didn’t want to push them away. Given his desire to start a new party, it still makes little sense (at least to him, for now) for him to push them away.
I doubt Q did anything to stop people from doing anything. 45 had the power and squandered it. We rallied, voted etc to no avail.
