At the Same Time, in order to make their point the Government CHANGED the way highway fatalities were reported. Prior to the change anyone involved in a motor vehicle accident who died at any time AFTER the accident from complications counted. AFTER the change, they had to die within the first 30 days. If they lingered on and died on Day 31 THEY didn't count! apparently enough people lingered to make the numbers look good.
Fatalities dropped...success declared. Several years later the Federal 55 MPH 'mandate' was declared Unconstitional...
