Youtube has algos to prevent fake views or paid views because it impacts their revenue. Advertisers paid for certain amount of views, and they do not care about thumb up or down.
There is no limit on engagement for votes to be counted - people can down vote a video within 5 seconds or less if they find it immediately offensive.
All of these votes were manually removed by youtube.
