1.) There generally aren't enough candidates to fill up all the contests even in 2020; this is part of the "leadership gap" I talk about. When a bunch of "new to politics no names" fill a ballot, it dilutes the vote totals significantly for each; thus this would hand Dems wins in many contests at the local and State Level (as it did with T.R. and FDR and 1992 with Ross Perot in the ballot cycles.)
2.) The 90%+ i'm talking about is THE PARTY as in American citizens like myself; not the office holders. There is a lag, like an automatic transmission that slips; between what the "voters" in a/the Party want, and the "officeholders" do. This is how our Republic is designed, we are NOT a Democracy. So the amount of time, money, pressing the flesh, etc with voters as a candidate, it takes usually a few election cycles for a "new" candidate to have enough name recognition/support to win their jurisdiction. So even like 1980 Reagan Landslide, there was members elected to congress on his coattails, but they weren't (yet) Reagan MAGA supporters per se.
This lag can be sped up by doing things like "the platform" to build some concensus around what to do (goals and means to achieve them); and other things like leadership & candidate training.
There's been VERY little leadership & candidate training these DJT years, and there was zero Platform at the 2020 convention! These are the exact things which HAVE to get done to have a sucessful party at the ballot box and in governing.
3.) DJT created his 2015/6 list of promises based on (having some of his staff) to do research before he even announced his run. He had them listen to talk radio, forums, news, etc and listen to not what the guest/host/anchor was saying; but to take notes on what the comments by callers/republican public was saying; and present it to him in summarized reports. So DJT knew where the majority of the Republican Party voters (and American People) were on issues like immigration, the wall, etc. These positions didn't always (usually not) sit with existing elected officials at any level; since obviously most of them help create/perpetuate/ignore the problem(s) in the first-place.
4.) So where any group of Legislatures that thinks for themselves is going to be different. This is different than how mob-boss type "leaders" run the Speakership in the House, or Senate, or their Statehouses. The type that looks for yes-men/women to fill up seats (usually with fraudulent elections) and pass tons of "laws/bills" like say FDR era in spades or W.Wilson, or in places like CA where the Dems have cheated their way to a supermajority to pass whatever "laws" they wanted no matter how evil and unconstitutional they are.
