I mean, I agree Japan kinda had to do something because we were blocking all of their oil, tin, and steel...which is just a little important if you want to conquer mainland china lol. But, I don't think anyone really thought they'd go after Pearl Harbor. Most figured they'd invade the Philippines or something like that.
