The problem with the intelligence communities and them breaking the law, is that they broke no laws (in reality there are no laws on the books that prohibit them from doing what they did)--they have carte blanche to do what they did. At those levels of our government, there are no laws. This is why it will be difficult for Durham to prosecute.
