You're barking up the wrong tree. While elected officials serving too long are a problem, the real problem is the permanent bureaucracy. That last should be obvious after the last 4 years.
This is the root problem. You can’t vote bureaucrats out and when the pesky people speak up and elect someone they don’t like, they just slow walk everything.
And then when someone cheats and the outcome matches what they want then they just keep quiet because they liked the outcome.
They are the system. When you elect a guy that’s supposed shake the whole system up, they move in to clog it up and protect their own interests.

We also need to let the states run education, healthcare, welfare, etc. for themselves. Government needs to be small, and very limited, and only put its hands into things as provided for in The Constitution.
I think it has to start with limiting the legislature's ability to stay in office indefinitely. They are the ones that created the unelected bureaucracy.
Once you have term limits have the legislature scatter the bureaucracy to all the cheap areas of the country. (Red). Pandemic has taught us we don't need cities.
Something that would help with the bureaucracy problem is if they weren’t all located in one location. The federal government bureaucracy needs to be spread out throughout the country at this point in our technological advancement. It’s one of the same reasons MSM and Silicon Valley are a mess: they’ve insulated themselves in a couple locations so far removed from the majority of the population. Trump moved the Bureau of Land Management to Colorado Springs because it was a lot closer to the vast majority of the land they managed. The bureaucrats there threw a shit fit about it and most just quit.

Term limits for federal employment needs to be a thing.
Also, make all elected positions and appointed positions require natural born citizenship. Can’t have Ilhan Omars and Manish Shahs.
Also make it so that both of their parents must be natural born citizens to be eligible to hold any federal office or appointed position.
Nothing is more permanent than a temporary government program.
The bureaucracy is only one part of the problem. Term limits for the congress critters is a good start, and we can go over their heads.
