I think it has to start with limiting the legislature's ability to stay in office indefinitely. They are the ones that created the unelected bureaucracy.

Once you have term limits have the legislature scatter the bureaucracy to all the cheap areas of the country. (Red). Pandemic has taught us we don't need cities.
