Subordinate military personnel are required to salute and hold that position indefinitely until the superior officer either salutes in return (and subsequently lowers their hand) or passes them. Only then do they drop the salute and return to previous position of attention or at ease. It is never the case that the superior officer salutes first.
The only time this protocol is not held is during field exercises or other situations dictated by particular conditions set forth by their superiors, such as in wartime in a hostile environment.
