Do states like Texas have a right to finish their border wall?

If Biden wants to stop building and even tear it down, does Texas have the right to say go fuck yourself? Is that something decided by the courts? Sorry if this is a dumb question

I do not have an educated answer to that... but I sense the ground it sits on will provide the answer. Is it Federal property?
