But, that would only work if just 2 people voted. Then the tie breaker could decide the winner.

If it was all 25, the same exact situation would play out IDENTICALLY. Except the tie breaker would be worth more. It wouldn't matter though, the tie breaker could be 1 or 50 and it would still go down the same.
