If you are asking about the American flag there is no such thing as 'consensus', some folks wanna use it for a free speech exercise and burn it, others wanna take it down, fold it correctly, store it properly and await a time when we have restored the Republic before flying it. Others fly it upside down as a sign of distress, because Evil has falsely assumed control of much of our government, we are under occupation n'est-ce pas?
Anecdotally, I've noticed that flying it upside down in between two correctly flown Trump flags brings attention to them all.
