I don't know what the answer is, but this is my gut reaction to your statement. I don't think it's so clear cut either way, and I don't know that there are any good options once the left is in power.
The answer is really fucking simple, you obtain institutional power and use that power to help friends and punish enemies. Thats it, thats how this has always worked throughout human history, no matter what cause or ideology.
Even in the American Revolution there were secret shadow governments in the form of the Committee of Correspondence with the help of secret illuminati brotherhoods with well connected and powerful locals in The Sons of Liberty and they had the loyalty of local commanders of the state militias. Or look at the communist in Russia, they played into the institutions of the soviets and had the support of workers unions and an international communist network of support and supplies and they were all fighting a civil war for direct control of institutional state power.
