I think paper ballots can still be manipulated or just thrown in the shredder. Or counted multiple times. Blockchain would be a huge upgrade. The software would have to be open source, anyone could run a node, and every node on the network would have to play a part in counting and confirming the validity of each vote
I've done a bit of work in the Blockchain space. Some of its proponents think it can be made to be 100% secure. I'm skeptical, but willing to give it a look.
The blockchain voting concept is somewhat promising, but I'd still rather we unplug the whole process.

Voter ID needs to be the first step.
Voter ID + Blockchain. You can use your key that only you have to verify who you voted for.
