CC or, you know, a hearing aid for the vast majority of hearing-impaired people --~6M have "trouble hearing", about 600K are technically deaf which doesn't mean they can't hear even with hearing aid, and afaik, nobody wants to see the gang-sign-throwers and prefer CC. Source: a hearing aid manufacturer was a client of mine a while back and I learned more than ever cared about the whole thing from them.
