You can impeach someone who no longer holds office. There's no stipulation that they must hold the office at the time of impeachment.
They're pushing this still because they're scared Trump is going to run again in 2024 and a conviction would prevent him from ever holding office again.
They are doing this as a play against President Trump to threaten him for considering a party split. The Republicans don’t care about anything except their Rino party.

The party split is more leverage against the rinos than anything. They fear that occurring because it stops the gravy train
