For the same reason they removed ratings from Netflix. The PC indoctrination movies and shows were getting destroyed in reviews (think Amy Schumers fat night special). Same thing with IMDB.

IMDB still has ratings from 1-10 stars. I always read a few reviews, as there can often be good movies with overall ratings that I would otherwise ignore.

More likely the White house channel disables likes/dislikes counter, or alternatively Youtube creates a "disable dislikes" feature and they use that.
I mean, that's the next logical progression in the steps we need to take for a more open and free society is to remove the ability to communicate unequal and harmful things like disdain or displeasure. Clearly these things are hate speech and it's obvious to anyone with an education that to save our democracy and weave our global narrative. A conversation about a conversation about a conversation.
