Serious question fellas I'm just not to up-to-date on the legal side of things. I'm guessing because it has something to do with gun violence not sure figured I'd ask.

Is he charged under State or Federal law? Article II Section 2 pardons only apply to Federal offenses.

Not true. It can happen before or after conviction. Nixon was pardoned by Ford before any court proceedings took place. It was a universal pardon for any crimes against the United States that Nixon may have committed while President.
