This article is partially true. There are two major distinct groups of personnel within the military. Officer and Enlisted. No a huge revelation there however there are many differences. First Officers and Govt employees and Enlisted are actually Govt contractors. This is why officers can at any time refuse and resign their commissions. While enlisted have to either serve their term contract or buy out the remaining time left of that contractual obligation. As Enlisted are able to refuse illegal and unconstitutional orders and required to do so, they also will never be truly faulted for carrying out the orders of their commanding officers.
