Xavier Becerra, the AG of California, took part in this event remotely. If you took the time to watch, he's the guy on the tv screen next to Biden. The guy who sounds exactly like the voice we hear. Being an Attorney General, it wouldn't be that far fetched for him to be discussing a plea deal with someone on his staff while waiting to take part in Biden's event.
It's pretty obvious that either he accidentally had his mic on early, then turned it back off, or the sound engineer on the white house end accidentally had his volume up in the mix early and corrected it pretty quickly.

That means, in all likelihood, he had control of his mic volume on his end and the sound engineer at the event had control of the output on the white house end.
