Yeah the 3 patents were released by a Navy scientist and Trump put out something on the White House website in the last week about compact nuclear reactors. The CIA also had to declassify all their "UFO" stuff recently.
Either he actually believes the lies he is saying (probable), he is being paid to lie (equally probable), or the extremely minute chance...as crazy as it sounds...he is telling the truth. Which is highly unlikely, given his role in throwing the election.
