This is how Biden is going to get through his appointments and make sure the pipeline is fully cancelled and the paris accord is rejoined.

The Paris Accord is technically a treaty. So Biden needs the Senate and 2/3 vote for it. He's not gonna get that. So he's going to send them home, then rejoin. It's joined by de facto.
