Rothschilds, Soros, Clintons, etc. can be considered the mid tier area of the tiering/layering system because they are in the open. People like Epstein and Ghislaine Maxwell(Human Traffickers) would be considered above them(until they were busted) since they were just as, if not more, influential among these groups which could affect them in multiple ways. There is groups that go above even those that are Epstein's and Ghislaine's superiors.
