That means we generally follow rules, obey orders and look to cues around us to know what to do. We don't expect a room full of sixth graders to rise up and overthrow a marxist teacher and we don't expect soldiers to disobey orders because "muh oathkeeper narrative".
Soldiers don't determine what a legal or illegal order is for the most part. Just as law enforcement isn't going to argue the finer points of law while arresting someone they think is a criminal.
