I looked up both articles. The 2nd one is from townhall.com. And as much as I would like it to be true and show him lying, it doesn't seem to be the case here.

The Washington Post article has Biden clarifying that..."he would not approve new fracking permits on federal lands, but he would allow existing fracking to continue on federal property and existing and new fracking to continue on private land."

The Townhall article says..."Speaking at the White House Tuesday night, Press Secretary Jen Psaki confirmed President Biden will follow through with campaign promises to ban new fracking on federal land. "

Now does that mean he won't try and stop new fracking on private land in the future or try to stop existing fracking on federal or private land? No.
