Basically, let's say you invest $1000 in stock and it gains value and it's now worth $1500. That $500 is unrealized capital gains, until you sell it, at which point it becomes realized. Unrealized capital gains have never been taxable, and it's incredibly irresponsible for Yellen to even float this.

I wish I could find an old essay I read from a retired Colonel. It was in the vein of why the military would comply with gun confiscation orders.
He argued that the military would never refuse an illegal order (like gun confiscation) because their training focused on discipline and following orders and never even broaches the topic of how to resist an illegal order. He sited a bunch of times throughout history where service members obeyed illegal orders, including blatant ones.
In the military, obedience and discipline are more important than oaths and loyalty.
