I was in the ARMY. I was deployed on missions where I was carrying a weapon and ammunition. It is standard protocol that every government official, military, police and Federal agent authorized to use lethal force MUST be given the rules of engagement or Rules of use of lethal force.
If those rules are violated then the violator is subject to homicide law.
Here is the rare exception: when the person in charge orders the agent to shoot. Now this does not excuse this murderer - he's guilty of following an unlawful order, on top of the murder itself.
But we need to know who ordered the shot as well. Probably they know all about staging an insurrection.
Veteran as well. There were heavily armed Capitol Police behind her who could have stopped her at any point in time. No one was in any kind of danger. This was murder.

No attempt to arrest: to me this indicates that the police around her had no idea that it would lead to her death. They were simply under orders to stand-down.

I was there that day. I've been telling people non-stop that the entire day was orchestrated to produce violence and bloodshed. But because We didn't take the bait all day, the State took the first shot. Murder!
Theory: The verified Antifa thug holding the camera also was the one that shouted "Gun!", trying to incite the officer to shoot Ashlii as if SHE had a gun.
He see's the gun and says "gun" - I don't think we should view that as anything other than a sincere warning. That guy's other actions are plenty to hold against him though.
But even if that was his motivation - those dudes inside are thoroughly trained. They do not react like that. If so, they are useless on those duties.
Anyone that sees a woman climbing through a barricade and hears GUN would assume she has a drawn gun. Training absolutely does NOT cover these scenarios.
But he sees the drawn gun for several seconds and only shouts as Ashlii moves through the door. That would easily be seen as one of the officers on the other side warning the shooting officer of the climber. Just sayin', a legit possibility it was purposefully timed.

path to that door didn't seem

when he saw the gun. Well before Ashli
jumped up to go through the window.

his stream, but if you watch the
"Banned video" you can't really hear it,
so I think it was just so loud and chaotic
that Ashli didn't hear it.
She was also pretty short and would
have had difficulty seeing clearly over
the
barricaded furniture.
You can see swatted out police with
weapons, some of them pointed at the
door, on the otherside of the Speaker's
Lobby.
I think this gave hesitancy to
nearly everyone there to proceed,
having just
seen the congress evacuating the
lobby. It may have felt dangerous,
or at least that being the first person
to cross the barricade
would have you isolated on the other
side and susceptible to immediate arrest.
I don't know what would have
happened if she hadn't been there,
but she acted
without hesitance and was up on the
barricade and through the window in
seconds.
