How DC is handled is written in the Constitution. It would take an amendment to make it otherwise, which 38 states have to agree with. What should be done is that the remaining residents inside the border of DC should be considered part of Maryland. Just like the Western portion of DC went back to Virginia. People were never supposed to 'live' in DC as permanent residents. If they don't like it, then move to Maryland or Virginia.

They would simply be considered a resident of Maryland. Just like how there was once part of DC West of the Potomac river that eventually went back to Virginia, anyone living on the Eastern side would now be Maryland. It may add enough population to Maryland to get another Rep, but DC shouldn't have 2 senators.
