Question, for statehood, is it a simple majority vote, super majority vote, or is it like an amendment where the states have to rectify?

Puerto Rico would be a decision by Congress and the president, but DC is another matter because it is written into the Constitution how it is to be handled. It would require an amendment that would be decided by the state legislatures and Congress.

Thank you! For Puerto Rico, Guam, and whoever else they wish to make a state, do you know the voting requirement? 50+1 or 60?
