Unconstitutional of course. The founders wanted the capitol to not be in any state and be a district for good reason. But ninety percent of our feral government is unconstitutional anyway at this point.
Nobody was supposed to live there. But the farther we get from our constitution, the worse off we are. We have had decades to see that. Over a century in fact.
The amendment process was meant to make additions or strengthen the foundational principles not weaken them. It has been weakening them since 1913 or so.
If they want representation they can vote with their feet and move. Plenty of cheaper and better places to live and work than DC.
But if you choose to live in the district, you know the rules or should. If you don't then frankly you shouldn't be voting to begin with. This nonsense of changing the constitution Willy nilly needs to stop.
They can't make DC a state without an amendment regardless, and one would hope that wouldn't get ratified. There is endless potential for idiocy if it does.
