Just the practical aspects of creating an exception to HIPAA, and implementing the related modifications to records-release IT systems and protocols in hundreds of thousands of pharmacies, medical practices, hospitals, etc, would take many months, and impose massive costs. It would also cause many independent medical practices and pharmacies to opt out of providing the vaccinations, in order to avoid the expense of complying with this insane scheme, thus delaying access to the vaccine for a lot of people.
Just stuff this guy into a big paper bag, and nobody will ever have to worry about him again. Thinking is clearly outside his skill set.
