I would like to offer my recommendation for your considerations:
Please consider contacting your State Legislators and requesting that they legislate a tax for the people moving to Texas from other states (like California) for a period of 10 years or so. This may disincentivize the mass-migration. I don't know what else to do about your predicament. The only alternative I see is to hope Californian Republicans also migrate alongside them.
The reason I write this to you is because I recently heard from people currently living in LA. They want to Texas, but they never considered that they should change their voting habits. It's not a connection these people seem to make.
Every day that you wait, I expect for hundreds more to pour across your border. I am not sure if the problem will resolve itself. Good luck.

Californians didn’t just suddenly start moving to Texas, we were courted very hard by your very own Governor, who was giddy with how many California companies he was bringing to Texas.
What he forgot to mention was that Californians come with them. Then they invite their friends.
Whaddya know, another RINO who didn’t think beyond the end of his own term, and now Texas gets to pay the price for it. California didn’t start this, we are merely the first casualty, and now they’re coming for Texas.
